Several articles indicate that Gen. Wesley Clark has been somewhat critical of the administration's war plans in recent weeks (some people think he's looking at a 2004 presidential bid). The only reference we could find from the week in question was the following, in which he expresses skepticism that an attack could be launched in late February as some Pentagon leaks have suggested might happen.

And as an adjective applied to ground, it means level, which certainly describes the Champ-de-Mars. But, on the other hand, no place named "Plan-de-Mars" exists at the location specified by the directions in the question, and we consider this fact decisive.
